Towns can adopt a plowing law to require a license for anyone other than the town to plow seasonal and minimum maintenance roads. The road makes it clear that no person, other than town highway department personnel, shall be allowed to plow, groom or in any manner maintain seasonal and/or minimum maintenance roads without the specific written permission of the town board.
